Moscow, 23 March. – Russia has significantly
improved its national energy policy, which resulted in moving up to the 29th
place in the World Energy Trilemma Index in 2020. The ranking is presented by the
World Energy Council. Compared to the first Index published in 2018, Russia
climbed 30 positions.
The ranking tracks 125 countries. It is calculated
using 32 indicators of national energy policy efficiency aggregated into three
dimensions:
Commenting on the report, Nikolay Shulginov said
that the World Energy Trilemma Index is a good tool that allows to identify
best global practices, see when adjustments are needed and bring certain
assessment criteria and methodologies closer together. According to him, substantial
strengthening of Russia’s position in the World Energy Trilemma Index is an expected
result of consistent joint efforts by government agencies, systemic
fuel-and-energy companies, academic community, and industry associations for
improving sustainability and reliability of Russian energy system.
Energy security, energy equity and environmental
sustainability will be among the key issues on the agenda of the 25th
World Energy Congress and Road to Congress series of events organized by the
Roscongress Foundation.
“Given that the 25th World Energy
Congress will be held in 2022 in St. Petersburg, it is very important for us to
get an unbiased assessment of the efficiency of Russian energy policy from
international industry experts using such tools. This, in turn, will help represent
our vision, in open dialogues, of an ‘equitable’ energy transition based on the
principles of technological neutrality and non-discrimination of energy carriers
while sticking to the low-carbon development goals to build a sustainable
energy industry and solve the global issue of energy poverty,” emphasized the
head of the Ministry of Energy of the Russian Federation.

World Energy Trilemma Index has been annually
published since 2010 by the World Energy Council and is based on open global
and country data – reports by the International Energy Agency (IEA) and the
World Bank, information from the Joint Organizations Data Initiative (JODI), as
well as public information and answers by representatives of respondent
countries. The main goal of the Index is to monitor the comparative
effectiveness of measures taken for building a sustainable energy industry and carry
out a comparative study of state policy efficiency based on other participants’
indicators.
